People who have been punished for violating traffic laws are using Lok Adalat rather than paying the fine. The fine may be lowered or even waived at Lok Adalat. Over Rs 1597 crore in fines were imposed on handheld devices in the past year, but just Rs 69 lakh 71 thousand could be recouped.
When automobiles in the capital violate traffic laws, the traffic police issue challans; however, instead of paying the challan, individuals begin searching for workarounds, or Jugaad. This is the cause of the rising number of challans and falling number of paid individuals.
Over Rs 1,597 crore worth of challans were issued on the spot using mobile devices in the past year, but just Rs 69 lakh 71 thousand was recovered. Lok Adalats, where people settle their challans, are the primary cause of this. Let us inform you that the transport department receives the quantity of challans that the traffic police issue.

Constant decline in the invoice amount
Based on data from the traffic police, over 10 lakh 47 thousand people were punished (on the spot) with portable devices for violating traffic laws in 2020–21, totaling over Rs 244 crore. The traffic police also seized over Rs 18 crore 86 lakh. However, since then, there have been more challans overall, but the quantity of challans has been steadily declining.
A rise in the quantity of challans
At the same time, in 2024-25, till February 26, challans worth more than Rs 1,597 crore were given on portable devices (on the spot) to more than 22 lakh 89 thousand people, but the recovery could be only Rs 69 lakh 71 thousand. At the same time, Special CP Traffic Ajay Chaudhary stated that although the recovery is steadily declining, the number of challans has climbed during 2020–2021. To pay the challans, Lok Adalat was established. There, the majority of people pay the challan.
They are approaching Lok Adalat for this reason.
Along with traffic challans, a variety of other minor legal issues are resolved through the Lok Adalat court system. Instead of paying traffic challans for disobeying traffic laws, people go to Lok Adalat and get it reduced or even waived off. The Lok Adalat, which is held every three months, settles lakhs of challans. The recovery numbers are declining as a result.
