Businesses with more than 500 employees will be the first to adopt this.

The Economic Times story states that businesses with more than 500 employees will be the first to be subject to the new labor rules. Three stages will see its application in other businesses after it has begun in large firms. It will only be used in large establishments—that is, businesses with more than 500 employees—during the first year. Following that, medium-sized businesses—those with 100–500 employees—will begin implementing it in the second year.

It is intended to be implemented in small businesses, or those with fewer than 100 employees, starting in the third year. In many large states, the process of finalizing the relevant draft rule is nearing completion in order to put it into effect. This will provide 85 percent of Indian firms that fall under the category of micro and small businesses two years to adopt the labor code.
