In such a situation, the government had started the facility of free food grains under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), which can be closed after September. The Department of Expenditure, which comes under the Ministry of Finance, has suggested to the government that this scheme should not be extended beyond September.
What did the department say?
The Department of Expenditure says, ‘The economic burden on the country is increasing very much due to this scheme. It is also not good for the economic health of the country. Due to the reduction in duty on petrol and diesel last month, there has been an additional burden of about Rs 1 lakh crore on the revenue, if more relief is given then the economic burden will increase further. Now that the impact of the epidemic has subsided, the scheme of the free rations can be stopped.
Increasing burden on the government
According to the information given by the department, since the corona epidemic, the government has spent a lot on food subsidies. Under this, at present, about 80 crore people in the country are being given free rations. Although people have gotten relief from this scheme, the burden on the government has increased a lot. In such a situation, the Department of Expenditure says that if this scheme is extended for another 6 months, then the food subsidy bill will increase by Rs 80,000 crore to about Rs 3.7 lakh crore. This expenditure can put the government in great trouble.
It is worth noting that in March this year, the central government extended this scheme till September 2022. The government has also allocated Rs 2.07 lakh crore for food subsidy in the budget.
What was the fiscal deficit?
Significantly, in the next budget, the country’s fiscal deficit is estimated to be 6.7 percent of GDP in the financial year 2022-23. On this, the Department of Expenditure says that this is much higher than the historical standards, while the fiscal deficit of the states can be 3.5 percent. That is, there is already a lot of burden on the government, in such a situation, increasing the free food grains further can prove to be a factor.
