The Union Public Service Commission (UPSC) was granted permission by the Central Government on Wednesday to utilize Aadhaar-based verification for the first time to confirm candidates’ identities during the registration process, as well as during different stages of the test and recruitment process, voluntarily.
The decision is significant
since Pooja Khedkar, a probationary IAS officer, was disqualified from the commission last month for trying the civil services exam beyond her eligibility and was prohibited from taking any exams going forward.
Among other things,
Khedkar was charged with abusing the quota for the disabled and other backward classes, or OBC (non-creamy layer). In a notice, the Personnel Ministry stated that the UPSC is permitted to do voluntary Aadhaar authentication for identity verification of candidates at the time of registration on the “One Time Registration” portal and in different phases of the examination/recruitment test, for which Yes / No or/and e-KYC authentication facility will be used.
Through a notification,
the Ministry of Personnel, Public Grievances Pensions, Department of Personnel and Training stated, “In pursuance of clause (ii) of sub-section (4) of section (4) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, read with rule 5 (as amended) of the Good Grievances (Social Welfare, Innovation, Knowledge) Rules, 2020 for Aadhaar Verification, as authorized by the Central Government, it is hereby notified that the Union Public Service Commission (UPSC) is permitted to conduct Aadhaar authentication voluntarily for verification of identity of candidates at the time of registration on the ‘One Time Registration’ portal and at various stages of examination/recruitment test, using the Yes/No or/and e-KYC authentication facility.”
