Preventing third-party cookies
By January 2, you must transition to the Drive and Docs publishing flow if you utilize an app or have special processes that depend on Drive download URLs. This modification occurs as Google gets ready to stop accepting third-party cookies.
According to Google,
the download service “will work to improve usability, security, and privacy for Drive users without the need for third-party cookies.” The business advised using the file’s Google Docs publishing URL for workspace files (including Google Docs, Sheets, Slides, and Forms file types). All Google Workspace, Customers, and individuals with personal Google Accounts are impacted by this change.
